A Dubai Municipality shisha inspection is not something to wing. Inspectors do show up, fines are real, and venues do get closed. In one enforcement drive alone, Dubai Municipality fined 133 cafes and shut down 8. If you run a shisha lounge, knowing exactly what inspectors look for is the difference between a quiet pass and a costly write-up.
This is a plain-English rundown of the rules that matter and a practical routine your staff can follow every day. Regulations are updated from time to time, so always confirm the latest requirements directly with Dubai Municipality before you rely on any single point here.
Who sets the rules

Shisha service in Dubai sits under Federal Law No. 15 of 2009 on Tobacco Control, with detailed requirements in Dubai Municipality’s Technical Guidelines for Shisha Service Providers Compliance. In practice, approvals usually involve the Department of Economy and Tourism, Dubai Municipality and the Food Control Department where food and drink are served. You can read the government overview of UAE tobacco provisions and browse Dubai Municipality’s technical guidelines list for the source documents.
The inspection checklist
1. Location and licence
Unless you hold a special licence, a shisha cafe cannot operate within 150 metres of residential areas, schools or mosques. The venue must hold the correct shisha permit and a no-objection certificate to serve shisha on the premises. Inspectors will check your paperwork is current and matches the activity.
2. Space and layout
The premises is expected to be in a commercial building on a main road, with the cafe facing the main street. Minimum interior size guidance has been set around 200 square metres. Your layout has to satisfy ventilation, fire safety and hygiene codes before a permit is granted.
3. Ventilation, smoke extraction and fire safety
Indoor shisha venues face strict technical standards for ventilation and smoke extraction, alongside fire safety systems. These are not optional extras. A weak or non-compliant extraction system is one of the faster ways to fail.
4. Disposable single-use mouthpieces
Only disposable, single-use mouthpieces are allowed. A fresh mouthpiece goes to every customer and is thrown away after use. Reusing mouthpieces is a clear violation.
5. Cleaning and disinfection between users
All parts of the shisha must be cleaned and disinfected before and after each user, and the water in the base must be changed after every smoker. This is where most day-to-day hygiene marks are won or lost, so it needs to be a fixed routine your staff never skip.
6. No sharing, no staff testing
Sharing hoses or mouth tips between smokers is prohibited, and employees are not allowed to test a shisha before serving it to a customer. Both are common findings during inspections.
7. Restrictions and signage
Pregnant women are not permitted to enter shisha cafes, and shisha cannot be served in parks, beaches or public recreational areas. Make sure your venue respects the boundaries of your licensed area and displays the required notices.
8. Food safety
If you serve food and drink, Food Control hygiene rules apply on top of the shisha requirements. Waste disposal and food safety arrangements are reviewed as part of the process.
A daily hygiene routine your staff can follow
Inspections reward consistency. Build the cleaning steps into your service flow so they happen on every turn of a table:
- Fit a fresh disposable mouthpiece for every customer.
- After each smoker, empty and change the base water, then clean and disinfect every part of the pipe.
- Wash the base, stem and bowl to remove flavour residue, odour and yellowness, then apply your disinfection step.
- Rinse thoroughly after cleaning so no product is left on equipment customers inhale through.
- Let parts dry and store them clean.

Where ShishaFresh fits for lounges
To be clear, ShishaFresh is a cleaner, not a disinfectant, so it does not replace the disinfection step the rules require. What it does is the cleaning half of the job, fast and at scale. It is a food-safe, alcohol-free and fragrance-free liquid that removes flavour residue, odour and yellowness from the shisha bottle in one wash. Because it is fragrance-free, there is no perfume left behind to taint the next guest’s flavour, and it rinses clean. At heavy daily use that adds up: bases stay clear and neutral, equipment looks the part for inspectors and customers, and a 500 ml bottle that lasts more than 100 washes keeps your cost per clean low. See our page for lounges and the breakdown of shisha cleaner pricing for the numbers.
Why cafes get fined
The common findings are predictable: reused mouthpieces, base water not changed between guests, weak ventilation, serving too close to a residential or religious building, missing permits and poor general hygiene. Independent testing has found bacteria on shisha equipment in UAE cafes, which is exactly why the cleaning and single-use rules are enforced so firmly. Tighten these points and you remove most of your risk.
